Road fee calculation 2025

From February 1, 2024, Decree 90/2023/NĐ-CP officially takes effect, detailing the collection rates, calculation methods and payment of road fees for vehicles.

1. What is road fee?

Road fee (also known as road usage fee) is the amount of money that motor vehicle owners must pay to use the road system managed, maintained and repaired by the Government. This fee is intended to ensure funding for maintenance, repair and upgrading of transport infrastructure.

2. Type of vehicle subject to fee

Road use fees apply to registered and inspected road motor vehicles for circulation, including:

  • Cars of all kinds.
  • Tractors and similar vehicles.

Some vehicles are exempted from fees, such as ambulances, fire trucks, specialized vehicles for funerals, vehicles serving national defense and security, and other cases as prescribed in Article 3 of Decree 90/2023/NĐ-CP.

3. Road Fees

Fees are determined based on vehicle type, purpose of use and time of payment. You can look up road fee using the calculator below.

According to the Decree, in case a vehicle is liquidated or auctioned and has paid the fee past the time of re-inspection for circulation, the vehicle owner shall pay the fee from the time following the fee payment period of the previous cycle.

For cars confiscated or revoked by competent State agencies; cars of administrative agencies and public service units (with blue license plates); cars liquidated by the defense force and police; mortgaged cars repossessed by credit institutions or foreign bank branches, which during the period of confiscation, revocation, and pending liquidation are not inspected for circulation and then are auctioned or liquidated, the new owner of the vehicle only has to pay road use fees from the time the vehicle is inspected for circulation.

For cars of organizations and individuals registered in Vietnam (except cars of the national defense and police forces), the Decree stipulates that for cars inspected for the first time, the time for calculating road use fees is calculated from the date the vehicle is granted an Inspection Certificate. For cars that are converted, have their functions changed, or have their ownership changed from an organization to an individual (and vice versa), the fee is calculated from the date of change of function or change of ownership according to the new car registration certificate.

4. Reduced fees based on usage time

To encourage long-term payment, road fees are reduced over time:

  • Year 2 (months 13–24): 92% of first year fee.
  • Year 3 (months 25–36): 85% of first year fee.

5. Important Note

  • Vehicles that are not used for a long period of time (30 days or more) may be exempted from the fee, but must be notified and processed by the authorities.
  • Failure to pay fees on time may result in penalties as prescribed by law.

To ensure rights and avoid violations, vehicle owners should monitor the inspection schedule and pay road fees on time. Detailed information and specific fee schedules can be found at inspection stations or on the websites of the Ministry of Transport.
